The talks towards a climate agreement are framed within Ad Hoc Working Group on the Durban Platform (ADP). The ADP has had meetings this year in Geneva, Switzerland, and two in Bonn, Germany. The document issued from the last meeting in Bonn in October will be the subject of negotiation in the COP21.

The four most important issues for negotiation are referred to:

  • Ambition
  • Equity and transparency
  • Pre-2020Ambition
  • Climate Finance

These negotiations will see four key moments:

  • Pre-sessional meetings: They start on November 24 and 25. These meetings usually gather the negotiating blocs with the incoming president and his team. The negotiating team of Peru, from the Ministry of Environment (MINAM) and the Foreign Affairs Ministry, will attend these pre-sessional meetings.
  • ADP Session Start: The ADP is scheduled to begin negotiating on Sunday November 29th. This is essentially a negotiators block. Negotiations will be held until the end of the first week.
  • High-Level Ministerial Segment: It starts at the beginning of the second week, i.e. on Monday, December 7 to lead negotiations to an agreement that should be attained on Friday December 11.
